APEI Joining AMLJIA for Law Enforcement Management Institute

APEI will be partnering with the Alaska Municipal League Joint Insurance Association (AMLJIA) and participate in the 2023 Law Enforcement Management Institute (LEMI) scheduled for April 4-7, 2023 at the Anchorage Police Department Training Academy. The Institute will provide an opportunity for law enforcement management from all over Alaska to develop a greater understanding of developing laws relating to police liability and discipline. The training is structured to assist officers and agencies in assessing their level of legal risk-exposure by examining court decisions that have interpreted acceptable standards of conduct by officers. Some of the topics being reviewed at LEMI will include:

  • How Police Procedures are Changing Regarding Body Cameras, Cell Phones, and Social Media.
  • Why Are Police Departments Getting Sued?
  • How Use of Force Changed and Nothing has Changed
  • Social Media Impact and Common Do’s and Dont’s
  • Supervisor Liability
  • Qualified Immunity
  • Emerging Legal Trends
  • Best Practices for Communicating with Law Enforcement Employees

The LEMI featured speaker is attorney Jack Ryan, an attorney from Rhode Island who spent 20 years as a police officer with the Providence, Rhode Island Police Department. Jack’s law degree and experience as a police officer gives him the unique perspective of public safety legal and liability issues. He has written policies and procedures that have been adopted by over 1,000 law enforcement and corrections agencies across the United States.

APEI deputy director Carleen Mitchell will be presenting, “Managing to Stay Out of Court: Avoiding the 8 Deadly Sins of Mismanagement”. Based on the book by Jathan Janove, Carleen will review eight of the most common management “sins,” the corresponding “virtues” and how to put those virtues into practice to improve communications within your police department, identify how to address performance issues, and provide strong leadership to help the department stay out of court.
